NIHR’s Council of Commissioners convenes its 5TH Regular Meeting

The National Institution for Human Rights (NIHR)’s Council of Commissioners convened its 5th regular meeting under the chairpersonship of Ms. Maria Khouri, Chairperson of the NIHR, at the NIHR’s headquarters in Seef district. 

At the beginning of the meeting, the Board heard a briefing on the work of the three permanent committees of the NIHR, presented by the Head of the NIHR’s Committee on Civil and Political Rights and the Head of the NIHR’s Committee on Economic, Social and Cultural Rights, as well as a summary of complaints received by the NIHR, legal assistance applications submitted by it, monitoring cases via the media and social media and actions taken thereon, presented by the Chairman of the NIHR and Head of NIHR’s Committee on Complaints, Monitoring and Follow-up.

During the meeting, the NIHR Secretariat’s action report for the first quarter of 2018 was adopted, and the Board heard a summary of the work of the Commission on the Rights of Prisoners and Detainees, since the NIHR is a member of the Commission under Article 2 of the Decree-Law No. (61) of 2013 on Establishing and Defining the Competences of the Commission on the Rights of Prisoners and Detainees.

The Board was further informed of the recent declared and undeclared visits made by the NIHR’s Supervisory Committee on the Reform, Rehabilitation and Detention Centers.  In addition, the Board received donations and aid to finance a number of events and training programs scheduled for the second quarter of this year, pursuant to Law No. (26) of 2014, Article 20, Paragraph b, on the Incorporation of the NIHR, modified by Decree-Law No. (20) of 2016, which states that the NIHR shall have sufficient financial resources to enable it to carry out its tasks and functions to the fullest.  These resources shall consist of “unconditional donations and aid consistent with the objectives of the NIHR approved by the Board of Commissioners”.
