NIHR's Council of Commissioners holds its 8th Meeting

The Council of Commissioners of the National Institution for Human Rights held its 8th regular meeting at NIHR's headquarters in the Seef District under chairpersonship of H.E Dr. Abdul Aziz Hassan Abul, Chairperson of the Council of Commissioners.

At the beginning of the meeting, the Chairperson welcomed the Council Members and lauded their participation in and support of the events and activities organized by the NIHR over the past period. Moreover, Mr. Fareed Ghazi, Chairperson of the Economic, Social and Cultural Rights Committee submitted a proposal of his committee to amend Paragraph 2 of Article (21) of the Law No. (47) of 2006 with respect to Care, Rehabilitation and Employment of Disabled Persons which aims to intensify the penalty prescribed against each and every person whose negligence is the cause of the death of a disabled person under his care, and to consider negligence as a failure to exercise due care towards a particular person under certain circumstances, thus resulting in unintended damage to the other party, therefore, it can be viewed as a form of non-humanitarian treatment and ill-treatment which are prohibited under the international conventions and national legislation. The Council approved the proposal, which will be submitted to the bodies concerned.

For her part, Ms. Maria Khouri, Chairperson of the Complaints, Monitoring and Follow-up Committee provided a review of the complaints received, requests for assistance and monitoring work carried out by the NIHR over the past period, and the actions taken towards them, especially following the application of new mechanisms for receiving complaints via the website and smart phone application. Next, Mr. Abdulrahman Jawahery, Chairperson of the Committee on Performance Evaluation of the NIHR's, Member of Council of Commissioners and Secretariat-General for the year 2015 presented the report of his Committee and provided a number of recommendations. The Council decided to resume studying the report in an extraordinary meeting to be held in the first week of t June 2016. Moreover, the work report on the Secretariat-General for the first quarter of 2016 was also approved during the meeting.
