21 Sep 2021

The National institution for Human Rights (NIHR), represented by its Chairperson Eng. Ali Ahmed Al-Derazi, has participated in observing the voting process in the elections of the Russian Parliament (State Duma), which lasted for three consecutive days (from 17 to 19 September), at an official invitation for the NIHR addressed by the High Commissioner for Human Rights of the Russian Federation.

During his participation, Al-Derazi, among a group of foreign and Arab observers and experts, held several meetings with officials supervising the elections, visited a number of electoral committees and polling stations, and was briefed on the electoral management processes and the remote e-voting mechanism, which is being used for the first time on a large scale.

In a statement on the sidelines of his participation, Al-Derazi said, “Qualified national institutions known for their serious human rights work have been chosen to carry out the tasks of independent and impartial monitoring of the electoral process and field monitoring of its progress.  The NIHR of the Kingdom of Bahrain has many experiences in monitoring elections at the local and regional levels, where it monitored the parliamentary and municipal elections that were held in the Kingdom of Bahrain in 2014 and 2018, and participated in observing the legislative elections in the Hashemite Kingdom of Jordan, and also in observing the regional elections in the Kingdom of Morocco that took place in 2015 within the team of the Arab Network for National Human Rights Institutions (ANNHRI)”.

Al-Derazi pointed out that the observers focused on the conduct of the voting process in the areas visited by them, especially with regard to the independence and impartiality of the elections, field monitoring of the conduct of electoral processes, and evaluation of the conditions of their organization and conduct and the extent to which they respect the constitutional rules, legislative and regulatory provisions related to elections and international standards.

Al-Derazi expressed his thanks and appreciation to the President and members of the High Commissioner for Human Rights in the Russian Federation for this invitation and for giving the opportunity to participate and benefit from this democratic experience.
