NIHR participates in the event of introducing the unofficial gatherings

The National Institution for Human Rights has participated in an event aimed at introducing the unofficial gathering on the development of a joint investigation mechanism among national human rights institutions regarding transboundary human rights issues. The event was organized by the National Human Rights Committee in the Philippines, in collaboration with the Global Alliance of National Human Rights Institutions, and was conducted remotely from the United Nations building in Geneva.

During the event, the experience of establishing a national committee to investigate facts related to climate change and its impact on various human rights was discussed. The role of national human rights institutions in monitoring the effects of climate change on individuals, especially vulnerable groups, was emphasized.

The practical procedures for addressing and activating the joint investigation mechanism among national human rights institutions were also explored. The process consisted of five stages: the first stage focused on initial consultations to establish the joint mechanism, which began in mid-2002 and is expected to continue until the end of 2023. Following that is the identification of the scope and formation of the technical working group, expected to be completed by mid-2024. The third stage aims to build the capacity of the secretariat of the joint working group, followed by the stage of holding working group meetings, formulating investigation rules, and operational protocols. Finally, there is the stage of convening a high-level meeting among national human rights institutions to obtain approval and support for the proposed investigation rules and to determine the next steps to initiate the project.
