NIHR Council of Commissioners Convenes its 4th Regular Meeting

Eng. Ali Ahmed Al-Derazi, Chairperson of the National institution for Human Rights (NIHR), chaired the 4th meeting of the NIHR Council of Commissioners. Present were members of the Council of Commissioners and NIHR’s Secretary-General.

At the beginning of the meeting, the Council of Commissioners extended their sincere congratulations to His Majesty King Hamad bin Isa Al Khalifa, King of the State, and to His Royal Highness Prince Salman bin Hamad Al Khalifa, Crown Prince and Prime Minister, and to all the people of the Kingdom of Bahrain on the occasion of the 21st anniversary of the adoption of the National Action Charter.

The Council Chairperson and members also commended the supreme directives of His Majesty the King, and the order of His Royal Highness, Crown Prince, Prime Minister, with regard to the provision of housing services to the families of some of the convicts and beneficiaries of the Sanctions and Alternative Measures Programme to maintain the Bahraini family and the social fabric, stating the NIHR’s full support for everything that would contribute to providing adequate housing and shelter, given its essential importance for individuals’ exercise of the rights guaranteed by national constitutions, as well as the Universal Declaration of Human Rights and the International Covenant on Economic, Social and Cultural Rights.

On the other hand, and based upon the NIHR’s supervisory role, the Council was briefed on the statement by the Ministry of Interior, which was published on its website, about the death of an inmate in the health isolation at the Correction and Rehabilitation Centre in the Dry Dock, and on the directives of His Royal Highness, Crown Prince, Prime Minister, to form an investigation committee on the circumstances of the death of the inmate, submit a report on the results of the investigation committee and take the necessary legal actions regarding any violations related to non-compliance with laws and regulations, where the Council agreed

to communicate with the concerned authorities to obtain accurate information on this incident.

The Council also reviewed the NIHR’s role in activating mechanisms for implementing mechanisms for alternative sanctions and measures, which would enhance the rights of inmates, and keeping pace of the latest effective punitive policies to integrate them into society while rehabilitating them psychologically, morally and socially, in line with international instruments and mechanisms concerned with the protection and promotion of human rights.

At the end of the meeting, the heads of the NIHR standing committees presented a summary of the most essential works of their committees during the past three months. The Council also approved the work report of the NIHR Secretariat-General for the 4th quarter of 2021, giving thanks to the NIHR Secretary-General and all Secretariat staff for their efforts in preparing this report.
