NIHR’s Committee on Civil and Political Rights convenes its 7th Regular Meeting

The National Institution for Human Rights (NIHR)’s Committee on Civil and Political Rights convened its 7th regular meeting under the chairpersonship of Dr. Badr Mohamed Adel and membership of Mr. Ahmed Mahdi Al-Haddad and Mrs. Widad Ridha Mousawi, at the NIHR’s headquarters in Seef district, where the Committee discussed the additions that should be included in the preliminary guide for parliamentary and municipal elections.

The Committee has also adopted the NIHR’s views on the proposal of a law to amend Article 236 of the Penal Code promulgated under the Decree-Law No. 15 of 1976 and the draft law to amend some of the provisions of the Penal Code issued under the Decree-Law No. 15 of 1976.

The Committee also adopted the NIHR’s views on the proposal of a law to amend Article 345 of Penal Code promulgated under the Decree-Law No. 15 of 1976 on the promulgation of the Penal Code, stating that it was in conformity with the provisions of the proposal, which had no effect on the enjoyment by individuals of the guaranteed rights and freedoms nor they constituted a violation of human rights.  The proposed amendment, however, was in conformity with the right to fair trial guarantees as adopted by the relevant international and regional human rights instruments.

In addition, the Committee adopted the NIHR’s views on the draft law to amend some of the provisions of the Penal Code promulgated under the Decree-Law No. 15 of 1976, which aim, on the one hand, to conform to the provisions stipulated in the amendment of Article 325 of the Penal Code, which does not constitute a prejudice to or a violation of human rights, and, on the other hand, to retain the provision of Article 327 of the Penal Code as it is in the original law, aiming to achieve the same goals and objectives of the draft law.
