National Institute of Human Rights’ Civil and Political Rights Committee holds its Second Regular Meeting

The Civil and Political Rights Committee of the National Institute for Human Rights (NIHR) held its second regular meeting on Wednesday, May 27th, 2015, chaired by Ms. Jameela Ali Salman, and membership of Mr. Khalid Abdulaziz Al Shaer and Dr. Bader Mohamed Adel.
The meeting started with a review of events pertaining to the jurisdiction of the Committee, as listed in the executive program of the strategy and action plan of the NIHR for the year 2015.
The National Institute’s accomplishments during the previous period were also discussed. Among such accomplishments was the proposal to amend some provisions of Law No. (37) of the year 2012, to issue a Children’s Law under which political exploitation of children during electoral processes shall be criminalized. Another proposal was made to amend article (82) of the Decree-Law No. (3) of the year 1982 with regards to the system of general security forces, amended by the Decree-Law No. (37) of the year 2002. Furthermore, a proposal was made to amend the Code of Criminal Procedure with regards to appeals and resumptions of preventive detentions, and to add an article that stipulates the determination of a fixed legal time limit, before which investigation with the suspect may not be initiated, so that their lawyers would be present.
The Committee discussed the Manama Closing Statement, which includes a number of recommendations from the First General Conference on “Human Rights in the Gulf Cooperation Council Countries under the theme – Constructive and Non-Constructive Policies and Practices,” organized by the “Together for Human Rights Association” and the “International Gulf Organization for Human Rights.” The work schedules of the meetings of treaty bodies of the Human Rights Council was also presented, along with the dates on which they were held, all due the Committee’s keenness on participating in them.
