NIHR Organizes a Seminar on its Role in Activating the Law on Alternative penalties and alternative measures.
In coincidence with the anniversary of the National Action Charter Day, the National Institution for Human Rights (NIHR) organized a seminar entitled “The Role of the NIHR in Activating the Law on Alternative Sanctions and Measures”, moderated by Dr. Bader Mohamed Adel, member of the NIHR Council of Commissioners, through video communication technology, with the participation of representatives from a number of Government and private agencies, civil society institutions in the Kingdom of Bahrain, and a number of international organizations.
On behalf of the Chairperson of the NIHR, Dr. Bader Mohamed Adel inaugurated the seminar, praising the outstanding achievements of the Reform Project of His Majesty King Hamad bin Isa Al Khalifa, the King of the State, in terms of distinguished achievements in the march of progress and development, which came as a translation of the Constitution of the Kingdom of Bahrain and the National Action Charter, explaining that such event sheds light on how to implement the Law on Alternative Sanctions and Measures, and the role of law-enforcement authorities and the supporting authorities in activating this Law, and identifies the nature of the works assigned to convicts and those in pretrial detention, in light of the Kingdom’s efforts in the development of criminal justice.
The seminar included two main sessions, which highlight the impact of applying alternative sanctions and measures on the integration of persons with restricted freedom into society. The first session entitled “The Application of Alternative Sanctions and Measures in light of the Provisions of the Law”, included two working papers. The first paper was presented by
Mr. Jassim Mohamed Ajlan, Deputy Judge of the High Civil Court, Sentencing Judge, representing the Supreme Judicial Council, in which he spoke about the role of the trial judge and sentencing judge in replacing the original penalty with an alternative one. The second paper was presented by First Lieutenant Nasser Sultan Al-Rumaihi, representing the Ministry of Interior, in which he spoke about the role of the Ministry of Interior in replacing original penalty with an alternative one.
The second session included a working paper presented by Mr. Mohamed Saleh Al-Musallam, Head of Criminal Execution Prosecution, representing the Public Prosecution, in which he spoke about the role of the Public Prosecution on taking alternative measures, stating their impact on convicts and pretrial detainees.
This event falls within the NIHR’s strategy and action plan, activates its role in promoting and disseminating a culture of human rights in the Kingdom of Bahrain, and supports the application and expansion of more alternative sanctions, thus contributing to the rehabilitation of the convicts and preventing crime recurrence.
