The conference was opened in honour of His Excellency Mr. Vladimir Putin, President of the Russian Federation, with a welcoming speech, and then His Excellency Mr. Sergei Lavrov, Russian Foreign Minister, in which they welcomed the participants and the establishment of this international conference, which comes in its seventh session under the title “Powers of Ombudsmen".

For his part, Al-Dirazi gave a speech during the conference, in which he reviewed the NIHR's mechanism of actions, the amendments that occurred to its Establishment Law, and the role that the NIHR plays in spreading, promoting, and protecting human rights in the Kingdom of Bahrain, in addition to the achievements and challenges facing its work.
Al-Derazi stated the NIHR's keenness to build balanced relations with civil society institutions, enhance its legal and human rights culture, and make more efforts to be an independent, neutral and strong platform for defending human rights in the Kingdom of Bahrain.

The NIHR Chairman concluded his speech by giving thanks for the organisation of this conference, which will contribute to focusing on the challenges and obstacles facing ombudsmen and national human rights institutions, and developing appropriate solutions and proposals regarding them.  Al-Dirazi also expressed his thanks and appreciation to Mr. Ahmed Al-Sa'ati, Ambassador of the Kingdom of Bahrain to the Russian Federation, for the distinct efforts he made by him and the embassy staff for arrangement and follow-up to make this participation a success.

The meeting enjoyed wide participation by representatives of national human rights institutions and ombudsmen from a large number of countries around the world, with the aim of exchanging best practices and listening to the experiences of other institutions and bodies in order to enrich and enhance experiences between equality bodies and international governmental and non-governmental organisations working in the human rights field, as well as representatives of the academic and scientific community in order to protect human rights.

The meeting concluded with a number of recommendations that emphasised the importance of activating more cooperation frameworks between all partners in the field of promoting and protecting human rights, and the commitment to supporting human rights and fundamental freedoms, social justice, and human dignity and worth, while reaffirming the importance of enjoying the highest attainable level of physical and mental health, which is considered one of the basic human rights of every human being without discrimination on the basis of race, religion, political opinion, economic or social status, in order to achieve further development and growth in the international human rights system in implementation of Sustainable Development Goals 2030.
