NIHR Secretary General issues a Work Guide for Rapporteurs of Council of Commissioners and Committees
The National Institution for Human Rights (NIHR)’s Secretary General issued an internal work guide covering the tasks assigned to the Council of Commissioners and the permanent committees. It explains the roles and functions of the Council of Commissioners and the permanent committees, namely the Committees on Civil and Political Rights, the Committees on Economic, Social and Cultural Rights and the Committees on Complaints and Monitoring and Follow-up.
The internal work guide states the committees’ roles in following up meetings and their preparations, the tasks assigned to them and the tasks required to be carried out prior to the meeting. This includes the preparation of the draft agenda and its adoption and deadlines, which is sent via e-mail as well as proofreading the e-mails and text messages sent to the members of the Council of Commissioners and members of the permanent committees. The work guide explains the rapporteurs’ tasks on the day of the meeting, which includes making sure that the meeting room is ready, the agendas’ PowerPoint presentations are prepared and that the meeting is recorded. The rapporteurs should edit the press releases and prepare the draft minutes and they should follow-up the decisions and recommendations made in the meeting. After the meeting concludes, they should start preparing for the next meeting.
