NIHR’s Council of Commissioners commences its Visits to the Correction and Rehabilitation Centres during Ashura Season

27 Aug 2020

The members of the NIHR’s Council of Commissioners started their field visits to the correction, rehabilitation and detention centres during Ashura season 2020, with a view to closely reviewing that male and female inmates of those centres continue practicing their religious rituals in accordance with the relevant international human rights standards and the regulations and bylaws of reform and rehabilitation centres.

During the visit, the members of the Council of Commissioners met with a number of male and female inmates of those centres, who stated that their management provided them with the necessary facilities and services to ensure their continued practicing of their religious rituals, by increasing the number of books on this religious occasion and doubling the period of practicing their religious rites.

The members of the Council of Commissioners also met with officials of those centres, who in turn provided an explanation of all the procedures taken by their administrations to ensure that male and female inmates continue practicing their religious rituals comfortably without harming or infringing the freedom and privacy of other male and female inmates of all other religions and sects in practicing their rites, in a manner that ensures the security of the centre and the safety of its inmates.

On the sidelines of the visit, Ms. Maria Khoury, Chairperson of the National institution for Human Rights (NIHR) stated that the free exercise of religious rituals, in the Kingdom of Bahrain, within the framework of ensuring public and personal freedoms and equality for all without discrimination due to race, language, religion or gender is guaranteed, explaining that the field visits carried out by the members of the NIHR are based upon the human rights and supervisory role of the NIHR on ministries and institutions of the executive authority in accordance with its broad powers affirmed by its Incorporation Law, appreciating at the same time the great cooperation of the Ministry of Interior and its response to the requests of the announced and unannounced field visits to correction, rehabilitation and detention centres at the time the NIHR deems appropriate, in order to inspect the conditions of male and female inmates and ensure that they enjoy their prescribed rights in compliance with applicable rules and regulations without restriction.

The NIHR, in cooperation with the Jaafari Endowments Department, has provided a large collection of books on the religious occasion of the Ashura season, and they were provided to correction and rehabilitation Centres earlier last month so that male and female inmates and inmates can use them during the season.
