NIHR Participates in the Regional Forum on “The Role of National Judge in Effective Application of International Humanitarian Law”
Counselor-at-law Yasser Ghanim Shaheen, Secretary-General of the National Institution for Human Rights (NIHR), Member of the National Committee for International Humanitarian Law, has participated in the Regional Forum on the Role of the National Judge in the effective application of International Humanitarian Law, which was virtually held under the generous patronage of His Excellency Sheikh Khalid bin Ali Al Khalifa, Minister of Justice and Islamic Affairs, Chairman of the National Committee on International Humanitarian Law in the Kingdom of Bahrain, in cooperation with Judicial and Legal Studies Institute and the International Committee of the Red Cross (ICRC) (Kuwait Mission), where His Excellency stated, in his opening speech, the importance of the subject of the Forum and the role of national courts in the application of International Humanitarian Law, pointing out the importance of the Decree-Law promulgating the International Crimes Law.
The two-day Forum was held in four sessions, moderated by Dr. Khaled Siam, Chairman of Judicial and Legal Studies Institute. The first session focused on the developments in the application of the human rights system and International Humanitarian Law globally. The second session focused on the developments in the application of human rights system and International Humanitarian Law locally. The third session dealt with aspects of the uniqueness of the general provisions of international crimes compared with national crimes. The fourth session dealt with the particularities of the national application of the International Humanitarian Law. The sessions were held with participation of Brigadier General Mansour Al-Mansour, Member of the Military Court of Cassation, Vice-Chairman of the National Committee on International Humanitarian Law, Dr. Nabhan Al-Maawali, Dean of the Higher Judicial Institute in Sultanate of Oman, and Mr. Omar Odeh, Head of the Regional Delegation for the Gulf Cooperation Council countries of the International Committee of the Red Cross. The Forum concluded with a number of recommendations that will be circulated and published.
