NIHR Statement on the Procedures and Measures taken in Correction, Rehabilitation and Pretrial Detention Centres during the Ashura Season
Within the framework of the human rights and oversight role of the work of the National Institution for Human Rights (NIHR), a delegation of members of the NIHR Council of Commissioners conducted several visits to the Correction and Rehabilitation Centre in “Jaw”, the pretrial detention centre in the “Dry Dock” and the Women’s Correction and Rehabilitation Centre in “Isa Town”, which lasted for several days to inspect the conditions of male and female inmates and determine the extent to which they enjoy the freedom to practice their religious rites during the Ashura season.
During those visits, the delegation of the NIHR Council of Commissioners was briefed on the organisational measures that were taken in the correction and rehabilitation centres to enable inmates to practice their religious rites, where extensive meetings were held with those in charge of those centres, during which they provided a briefing on the administrative services and organisational measures that were taken in this matter. The NIHR delegation, upon its choice, inspected specific buildings, including their facilities, and administrative and support services, and met with a number of randomly selected male and female inmates, where they were listened to and their observations were taken regarding their living conditions in the centres, and the extent to which they enjoy freedom of practicing their religious rites, especially in the Ashura season.
The NIHR delegation confirmed that the departments of the correction and rehabilitation centres have taken the necessary procedures, measures and facilities that guarantee the rights of the inmates to perform their Ashura rites with ease, within the framework of the controls set by the law of the correction and rehabilitation institution and its executive regulations.
