NIHR participates in a roundtable discussion on the UN stance regarding detention and the reduction of overcrowding in detention facilities and prisons

The National Institution for Human Rights (NIHR) participated in the roundtable discussion on "The United Nations Unified Stance on Detention: The Phenomenon of Overcrowding and its Reduction in Detention Centers (Prisons) in the Middle East and North Africa," organized by the Office of the High Commissioner for Human Rights and the International Organization for Criminal Reform in collaboration with the Public Security Directorate in Jordan, over two consecutive days in the Jordanian capital, Amman. 

Dr. Malallah Al-Hammadi, head of the Detention and Facilities Visitation Committee, represented NIHR, along with a group of experts in the reformative and judicial field, representatives of the general administrations of prisons in the region, various national human rights institutions, alongside parliamentarians and civil society organizations. 

During the opening session, intense discussions took place about the UN's unified policies on detention, a review of practical measures to alleviate overcrowding and pre-trial detention procedures, in addition to the exchange of experiences and national practices of the participating countries. 

The vital role of national human rights institutions in collaborating with prison administrations and reform centers to address overcrowding issues and ensure the protection of prisoners' rights was also highlighted. 


The concluding session included discussions on several papers presented by participants and experts, as well as representatives of the High Commissioner for Human Rights and the International Red Cross Organization, which resulted in a set of practical scientific opinions and visions that will contribute to addressing the problem of overcrowding in prisons and detention centers and the use of possible alternative sanctions according to the system and conditions of each country."
